I followed your link to find out more detail about what he meant by that. He seems to think we should have had a massive number of soldiers on the ground. Of course the logistics of this would have been enormously difficult. The time it would have taken to get the soldiers there and set up their logistical support might have made it even easier of Osama and company to escape.
