No supporting a boondoggle could be a sign of not knowing which end is up, like Bush. With Rumsfeld it is the claims of usefulness and sucess he puts out using a long range ICMB model, coupled with the proposal to implement a short range model that can't work and has already been dropped by the military experts. That is the sign of a bait and switch con job and that's why Rumsfeld is not just taken in by a wild crowd, he's scamming the military budget. The only part that is not crystal clear is how the payoff is made.
