Dear Steven,
After further investigation with Edgar and the SCE Home page, it is my understanding that an "insider" has up to 90 days to file a report on buying or selling. From the date that form is filled, to when you can access it on Edgar can be less than 1 days time.

So you can still have an insider sell a large amount and not know it for up to 3 months. That is not timely information for investing.
