While the U.S. decided not to build mobile launchers (the MX was originally designed as a rail launch system), I believe the Soviets had hundreds of mobile ICBMs - both rail and road (tractor?).

Its probably not hard to find a stationary ballistic missile and destroy it, if you are willing to use nuclear weapons to do it. But, I doubt that any American President could order a nuclear attack on a country just because they are building hardened silos. So, politically, it may be easier to hit a bullet with a bullet.

Also remember, because of SALT II, U.S. ICBM forces are/will be dramatically reduced (both in missiles over 50% and warheads over 75%?).
