TrizecHahn had signed with AES NewEnergy for last year's Electric Choice Pilot Program, and wanted to lock in continued savings when the pilot ended and the full state opened to competition.

On January 1, 2002, Texas opened its electricity market to customer choice, ending a century-old monopoly that had been enjoyed by electric utilities. All customers in all customer classes of investor-owned utilities in Texas are now eligible to choose their retail electricity provider.
