I disagree. I don't think they are likely to kill many millions of people if we don't nuke them first. Also if we try to nuke them some will get away and others will be inspired to be radical and full of hate. Furthermore we are not in a state of total war the way we were in World War II. In WWII we had been attacked by Japan, and Germany who was allied to Japan declared war on us. They didn't just attack Pearl Harbor but within days of Dec 7th they had attacked American forces and those of our allies across huge sections of the Pacific. The Japanese government was directly responsible for these attacks. Also we declared war on Japan. In 9/11 a relatively small group (or network of groups) of several thousand people, supported and protected by the government of Afghanistan attacked us. The government involved has been overthrown and replaced with one more in line with our interests. Al-Qaida is directly responsible for the attacks and we have attacked them wherever we can find them. The militants in Pakistan are mostly unconnected to the attacks on 9/11 even though they may have cheered the attacks when they learned of them. I see almost no way that nuking areas in Pakistan (or Saudi or Egypt or Somalia, or Yemen, or anywhere else) could prevent more deaths then it caused. It would be likely to decrease stability and increase hatred and anger and thus cause more indirect deaths (not counting those that died from the nukes).
