It is entirely optional, and you don't need third-party software to make it so, though Tinker Tool does sound interesting.

To turn off the bouncing icons, open System Preferences, select the Dock, and un-check the box at the bottom where it says "animate opening applications". Voila. No more bouncing.

You might think that this would only affect what happens when the app starts up, but it actually stops the bouncing altogether.
