IMO, the top ENE execs were as corrupt as they come and it will be proven in one of the more than a dozen investigations or in a new Woodward book.

Lay, Fastow, and Skilling were piloting the ENE ship and using every connection possible to advance their causes. When things heated up they sold stock big time. Yet, thousands of their employees could not. ENE's current and former management continues to live the the good life. Yet, did they live up to their fiduciary responsibilities to ALL their stakeholders...? I don't think so...Bush and his team realize this and IMHO there will be some aggressive investigations and prosecutions. ENE management may have to be examples.

Government oversite and regulations may need to be changed too...The way 401-k's are administered needs close examination.

The Enron mess is very complex and will take years to sort out...Only the high priced lawyers will come out ahead.
