It's been awhile, but I'm now getting faint recollections that at least partially jibe with what you just wrote. To that extent, thanks for the correction, and my apologies for my error.
However, are you implying that NT uses the OS/2 code base? That would be a surprise to me, my understanding is that NT was developed by Cutler, who came over from DEC, and wrote NT from the ground up:

But either way, I don't see how OS/2 was a failure for Microsoft. As they did with Sybase's SQL Server product, they partnered with another technology company for a limited time, and then turned around and stuck in the knife, and outmarketed their former partner afterwards, but kept ownership rights for themselves.
