Here's the page I used to find the isp I'm using. Just type in your city and state. On the page that comes up, you can then sort by lowest price, and you'll find a whole bunch. When I checked the box for include a virtual ISP, I found a lot more of the cheap ones. You can also filter the list. For example I looked only for ISPs that provide ISDN service.

findanisp.com

It's a good idea to check the network or backbone the ISP primarily uses. Many give you a choice of one or the another. IMO UUnet or O1 is the best, followed by Qwest.

I'm using Mammoth internet mammothinternet.net for my cheap backup, and I get 64k ISDN for $12. There are cheaper ones for 56k.

For Harold's purposes, here's one that offers a one week free trial: findanisp.com

Read the fine print before signing up for any service. The terms of service are usually on line. One trick to watch out for are limited hours with very high charges for exceeding the limit.
