They got 10% extra frequency and 5-15% extra IPC at launch. That's a hell of a lot more than Tbred is expected to offer with 0% expected IPC and 3.5% more frequency by moving from 1.67GHz to 1.73GHz. Besides, the Pentium 4 scales better.

It depends on if the application is bandwidth starved or latency starved. In the case of the former, the Pentium 4 indeed does better. In the case of the latter, the Athlon's bus is actually faster, since the base clock is 133MHz, while Intel's is only 100MHz. Expect this to change when Intel launches the 533MHz front side bus with 133MHz base clock.
