Not sure; it seems to be showing infighting where the US wants to keep the sanctions tight, and others want to loosen them up. I'm suspicious of the slant of descriptions like this:

More than a decade later, this committee continues to control the legal economy of Iraq. It operates in private amid widespread criticism.


The committee does not control the legal economy of Iraq. At best, it may control legal imports into Iraq. Saddam Hussein controls the legal economy of Iraq.
