"but the roadmap for Thoroughbred (according to Paul) says 1.8GHz "

According to JC's transcript of that Analyst's Conference in November (IIRC), AMD's roadmap is as follows for desktops:
jc-news.com

Desktop roadmap ('M' presumably means "Model"):
* 2001Q4: M2000
* 2002Q1: M2200
* 2002Q2: M2400
* 2002Q3: M2600
* 2002Q4: M3400 (Hammer)
* 2003H1: M4000 (Hammer)
* 2003H2: M4400 (100nm Hammer)

Now assuming that AMD sticks with the "66MHz increase = 100 Model rating" for all the Athlon processors and that Barton comes out in Q302, then the Q202 introduction will be for a 1.93GHz Tbred, or higher than the 1.8GHz Paul claims is the top speed. Now it is true that the XP2000+ slipped from Q401 to Q102, so it might be that all of these slip 1 quarter, but then again, they might not.

Also note that AMD has also more or less stated that Hammers will have a higher IPC than Athlons and the introduction ModelHertz of the Hammer of 3400 does not mean that it will run at 2.6GHz...
