Women may not have been "allowed" to wear pants, but they were never required to wear hoop skirts, corsets etc etc etc. They chose to do so, as a fashion statement. It's the same as high heels, women are not required to wear them, they generally wear them because it makes their legs look better, or makes them taller.

Fashion statements can be optional or compulsory. Corsets were compulsory for women in the 19th century; if they didn't wear them, they weren't dressed. When I walk downtown I wear shoes, pants, and a sweater instead of a nightgown, bathrobe and slippers, even though I find the bathrobe more comfortable. This may be a fashion statement, but it's not optional.
