SR, one of the reasons I posted that WP articles on Afghan "spotters" was because I believe it was a sneak preview of the new "militarized" CIA. Remember the statements a while back about the "gloves coming off?" Also the $1 billion dollar additional funds?

Actually the implications are pretty staggering for "foreign policy." My impression from the article was there weren't all that many Afghans given those sat phones, but that they wreaked enormous havoc on the operational capability of both the Talibs and al Qaeda leadership.

I don't think it would be all that hard to round up say 1,000 disaffected Iraqi's and equip them with sat phones do you? I think there are probably three areas that the CIA will plough a lot of that new money into:

1. Developing contacts with disaffected parties all over the ME.
2. Perfecting armed airborne drone technology.
3. Developing the miniaturization of sat phone components.

I also believe some of these stories are being leaked so that certain parties who may wish to harbor terrorists get a certain message.
