The one eventually negotiated was conditional surrender. Seemingly, conditional surrender is an alternative to killing children. Of course, as the puzzlement of your question makes clear...trying to find an alternative to nuclear wipe-out can really be a head scratching experience.

Eaxactly. This was the necessary concession. The dictatorship was a consequence of victory. Internal dictatorship is against the Constitution, but your tone implies that you are personally tickled by the ability to "dictate" in other countries. All power to you.
