That is not what I meant to do but I may not have been very clear. I think Enron bought Bush and Cheney and got them to pass regulations and tax bills designed to further Enron's schemes.

Enron fell apart for other reasons, mainly because their scheme required debt leverage to work in a time of tightening loan requirements.

The signifigance is that it shows Bush and Cheney were willing to sell the nation's energy and tax policy to a bunch of crooks. This is no different than taking payola from gamblers to overlook their game, except maybe in scale.
