Dave - Upgrading a GSM network to WCDMA is no more difficult than upgrading to CMDA2000. Neither is backwards compatible to GSM so multimode handsets are required for both. That is why edge is such a joke, they'll need tdma/gsm/gprs/edge phones, then they'll need tdma/gsm/gprs/edge/WCDMA phones. With CDMA all chips are backwards compatible so old phones work on the new systems, 1x and 1x DO and DV.

3G isn't a pipe dream, Korea has it (though they call 2.5), and PCS and VZ will have it this summer. If you are talking about generating revenue for the carriers, there are huge financial risks to teh GSM carriers upgrading to WCDMA because recovery of spectrum/equipment costs will be very very tough.
