Any MIPS rating would still be a function of the benchmark being run, because the instructions per clock (IPC) is a function of the code being run. Even so, it would be almost impossible to measure becuase a CPU may execute many instructions speculatively and unnecessarily. (These instructions shouldn't count in any MIPS rating because they are unnecessary to complete the benchmark.)
