Now that's a good thing for wetlands. Under Clinton's restrictions tens of thousands of acres of Southern rice fields would have become soy bean acres. Those acres growing rice make Arkansas, Louisiana and Texas waterfowl havens.

The restrictions on draining temporary potholes were also bad for duck nesting. Hens would build nests only to find them dried up when the chicks hatched.
