With 12" wafers producing ~2.4X as many die per wafer, the need for new fabs is reduced significantly, thus a lowered need for capex.

Also, the same piece of 300mm equipment that cost say $1,000,000 in 2001, when Intel was the leeding edge on 300mm may cost $750,000 in 2002, $500,000 in 2003. So Intel may be getting as much stuff in 2002 as in 2001, but in 2002 Intel no longer has to pay the top dollar for it.
