an economically unsound environment
It was a bold decision that is not without it's drawbacks. The signifigance is that Gray Davis stood up to the blackmailer and made him back down. Yes, it cost for now. It may be able to be renegotiated in time. But the cost of being blackmailed would have been much higher, Enron would have bled the state dry and then moved on to the next state. Ding Dong the witch is dead - and Davis will be a bust in the hall of fame.
