I think in the intel capex case they either got some better pricing than they expected or they just couldn't push the project any faster. IMHO it was foolish to believe that intel would have a 2002 capex anything like that of 2001. The 2001 program - a move to 12" wafers and to .13 process - was an extraordinary event. We should be overjoyed that 2002 capex is as good as it is.
