You're crazy if you think that Hammer slipped, just so that AMD can improve the clock frequency. It's more like the other way around. AMD delayed Hammer because they are having major problems with the design. They were late to tape out, and as a result, megahertz will have to be improved over the original figure. I believe originally, AMD planned to launch Hammer at 2.0GHz. I assume they have increased this already.
