Since they are not honoring the particular firefighters, there is nothing mandating the use of the photo as more than a model. The are making a statue, and any particular detail not essential to the theme is fair game for alteration. The only thing wrong with the departments decision is the implication that we must be racially conscious at all turns. On the other hand, there is something to be said for using people of clearly disparate backgrounds to emphasize American unity. Thus, I think this is not much of an issue.......
