Instead of a foreign policy based on "being the world's policemen" our foreign policy has been one of "Worlds Janitor". When America see's a mess, and we have enough people, buckets, mops and cleaning gear to do something about it, we act. When the mess is small we take care of it, when the mess is big, we try and find friends to help us out, when its in total chaos (and our friends don't want to help), we look for different tools in which to rebuild instead of clean (Clandestine OPS etc). When fixing the mess will give us no value at all, we try and stay clear of it. This is the true American foreign policy. It's not really based on strategic interest. It's based on the "Janitor Philosophy". Iraq's mess fell into the Clandestine OPS area and is still a work in progress.
