Richard,what does this mean?

You need to get a clue. Here's one for you: One of the biggest
attractions of the @home service is that the connection is dedicated.
The other main attraction is speed ofcourse. Back to the connection
part, the bandwith offered by @home to it's subscribers affects bandwith
of others on the internet insignificantly (if idle and not being used
but still connected)...period.
This is simply not true.
