Look, that's not the way you make deals. You never offer more than you are willing to give, trade, whatever you call it. Deals are quid pro quos, this for that. When you make an offer, you may be willing to give more, but you never offer more than you intend to give.

If you offer $10,000 and the other side demands $90,000, you don't come back with $5,000. That's not the way the world works. It's an insult.

Israel offered all of Gaza and 95% of the West Bank. Arafat refused. OK. Now, Arafat knows that Israel intends to give AT LEAST all of Gaza and 95% of the West Bank. We all know that. Everyone knows that.

Now, Israel can't come back and offer less. It's an insult.
