I don't think that is clear yet, this is just another piece in the puzzle. It does make it more imperitive that Cheney provide the surrounding pieces if he wants the picture to be clear.

I find it interesting that Enron became radioactive between July and November. That puts a time frame for all the who told what to whom questions. We know that Lay knew about Enron by August, but did he know a couple months earlier and sucessfully pressure Cheney to bail him out. After Cheney complied he learned that Lay had sold out and Lay was cut off from further help. That's how the puzzle looks today, but there are still lots of missing pieces.
