Jerry Pournelle has actually addressed this issue.

This led to the two dimensional political matrix known as the Pournelle chart, which I have reformatted for readability to resemble in structure the Nolan chart. The right axis (reading from the bottom to the corner) is the "trust of government axis" while the left axis is the "rationality axis."
