How dare the military act like politicians and conserve their bureaucracy, their pork, their perks, their ....oh well..... Peace dividend? True enough (and the enemy simply imploded) but all the way back to Horace some believed that to be prepared for war was the path to peace so I'm not sure exactly what this guy means when he says "We could now concentrate on peace, not a major war" How soon we forget and pretend the world is not still a dangerous place.
