Motives for the first have been laid out (non-allied with us, they feared we provided Egypt intelligence about them).

At the time, Egypt was a Soviet client, the Cold War was going on, we were engaged in Vietnam. Thus there was very little chance we'd provide intelligence to Egypt under those circumstances and Israel was well aware of these basic facts. I've yet to see a reasonable motive for an intentional attack on the Liberty that makes sense. This is particularly true given that the attack was called off before the ship was sunk - dead men tell no tales.

Now if Israel had sunk the Liberty with no survivors and then claimed Egypt had done it - you'd have a reasonable motive - though that's not what happened.

Was the bombing of the Chinese embassy during the Kosovo conflict an accident or intentional? I believe an accident, partly because of the absence of a reasonable motive.
