It's not based on sales....I think the site explains the methodology for selection, but that site is blocked from my office so I can't go look it up. I vaguely recall that it may have been a combination of VH1 editors' picks and a poll of musicians, but I'm not sure about that. They have several Top 100 lists in various categories....I find if I start browsing that site it can be hours before I come up for air.
