The U.S. effort to eradicate terrorism is underway, and the policy decisions that we make in the early stages of this critical undertaking will substantially affect the ultimate resolution of America’s war on terrorism.

The Task Force has consistently applauded President Bush for his leadership in the aftermath of the horrific terrorist attacks of September 11 and the President’s efforts to build an international coalition to fight the war against global terrorism. In addition, the Task Force strongly supports President Bush’s assertion that the United States will not distinguish between terrorists and the states that sponsor them.

Therefore, it is essential at this early juncture, when the United States is building support for our anti-terrorism coalition, to be mindful that not all of the nations in the international community share America’s determination to eliminate terrorism
