Why does Sony need this footnote, Monica? (1) GHz denotes microprocessor internal clock speed. Other factors affect application performance.

Perhaps they are afraid of the fact that an XP 2000+ smokes the Northwood 2.2 in many graphics editing applications like Photoshop, 3D Studio Max, etc.

Perhaps because the standard machine with SDRAM is slower than an XP1700+ system that can be bought for less than $1,000 with 512M DDR memory.

Actually, since even more of a Northwood die runs at half speed (the 512K L2 cache, for example), Sony would do well to change the footnote.
