Indeed, Governor Locke of Washington State balked
at the high cost of electricity. As I recall,
he wanted the Federal Government to intervene.
He published an article in the Op-Ed section of
The New York Times . I may have a copy, still.

We were better off than Oregon, according to rumor.
When we were in Oregon last summer,
people told us that the Army Corps of Engineers
sold electricity to California. Oregon had a terrible
drought. It was horrible. We stood at a point on
a lake in Oregon and looked down into a 175 foot hole.
The corps of Engineers had drained the lake.

I never followed the problems in California closely.
I'm sure Pat has an opinion though.
