New debt capacity relates directly to capital scarcity.

You are claiming the telcos will have the ability to make huge investments in 2003 - that is very much in doubt until a profitable model can be developed. I've seen estimates of anywhere from 2 years to 20 years before they find a way to make money in 3g WANs. That's a lot of uncertainty in the midst of a bear market - and likely a large contributor to the current shaky foundation for equity investments.

Forget about sunk costs - how will they make money and stay afloat going forward. If you believe the argument that the industry's new debt capacity is unlimited, well I'm afraid a world of pain awaits you.
