I was at a conservative conference sponsored by the National Review Institute when I first saw J.C. Watts. We were at dinner, and Jack Kemp introduced him as an up and coming former athlete who was going to make a bid for a congressional seat in Oklahoma. It was my impression that Kemp, and perhaps others, had had something to do with encouraging Watts to run. So, I do not know if there is a formal recruiting effort, but it certainly occurs informally.....
