No. Technically it is a legal remedy at the disposal of the Prez. However, it does set a poor precedent and I feel Bush should take on the Senate more directly. In fact, given Bush's astounding popularity, if he made this an issue Daschle would look like an even bigger bunghole than he already does after his lying statements about the tax cut.
