Money doesn't lay idle. That's ridiculous. Money gets churned and used in millions of different ways. Unless you stick it under a mattress, or bury it in your back-yard.

In the bank, if joined by enough people, maybe a business received a loan they wouldn't have. In a mutual fund, if joined by enough people, maybe a company upgraded their plants and equipment in anticipation for the next upturn.

A Ten trillion dollar economy doesn't turn around overnight. And tax reductions are only one variable in a complex web of variables. But they do stimulate the economy. So due interest rate reductions.
