I wouldn't put the Reliance outfit in the same class as cash strapped LA telecoms like Vesper and Pegaso. Reliance is a pretty diversified well established company, has a strong income and balance sheet, and appears to be serious about carving out a chunk of India's nascent telecom market for themselves:

With GSM having already gained a toe hold in India with its present 5 million wireless subs (out of a 1 billion plus population), how else would you suggest Qualcomm get going in India before they face a China type GSM entrenchment?
The Reliance investment will likely turn out to be a big winner for Qualcomm, not just as a return on the investment, but as a result of the royalties and chipset sales that will flow from a large scale CDMA WLL deployment. Also, since Reliance already has a small piece of the mobile telecom market, the door is open there as well for CDMA deployment.
