Do you think Pugs could reform, like Hogger apparently has.

Hogger was able to reform because he appears to be "normal". Based on years of careful observation, my conclusion is that Pugs has something wrong with his brain - something more profoundly wrong then just being dumb and malicious. Until thes problems are fixed, reform is not possible for this unfortunate soul.
