leave no child behind Isn't that the NEA pet phrase? But I am interested in comparing the realities of Texas with compassionate conservatism, leave no child behind, lift all boats in a rising tide, etc.. Governors have limited influence over economic realities in their states. The same can be said of Presidents (witness the recession Bush inherited from Clinton), but they do have more than governors.
