Reading some of the links listed on the site that you posted I may have found the reason why my Pentium II wasn't acting like I thought it should.

Size does matter and Norton is far too big for many systems to handle. Requiring over 50Mb of available drive space, NAV 2002 is larger than some operating systems. Regardless, when it can be used, it provides supreme protection with a host of desirable features. On a P4 system with 256Mb RAM and 20Gb available drive space, there was no noticeable impact on system performance. It crippled a P2. "

Guess what that machine is...a P2. I uninstalled Norton System Works 2002 and it runs like a new machine. Will install AVG tomorrow.
