Perhaps the fact that the low of the bar on 1/10 traded below the low of not just the one day before but the previous 4 days should be considered into the equation.

Also the fact that it was the narrowest range day in 8 trading days makes one wonder what is so "strong" about it. I mean can a NR7(8) ever really be considered a strong close since price never really even moved that much in a relative sense? If you are going to consider an NR7 a strong close, it needs to close near very top of the range as opposed to closer to the middle like the one in question. Just some ideas right off the top of my head.
