Here's my last try on this one..

It's possible that your tcp/ip settings are blocking port 443.

Do you have "tcp/ip filtering" enabled?

here's how to check:

My Network Places (on the desktop)
right click
properties
change connection settings
Double click on Internet protocol tcp/ip
Advanced
click on the Options tab
properties

Is tcp/ip filtering enabled?

If YES, than make sure you permit port 443

If you still have the problem make sure that any program that communicates with the internet is NOT configured to use port 443.

IIS by default uses port 80
FTP servers usually listen on port 21

Verify that nothing uses port 443 including VPN software
P2P software, Hotline etc...
