It seems to me that most cultures have barbaric and sophisticated components. A bit like each language has its particular difficulties and simplicities (Though I'm convinced that some languages really are harder and others simpler - Arabic seems objectively harder than Hebrew for example, German harder than Italian or Spanish (though I don't know much about the latter two). It's hard to compare English and German though for example. English has hard and irregular spelling, while German has more complex grammar rules....

Modern western culture (as opposed to "European culture" that it emerged from) is certainly very good at fostering technological change and an increase in material living standards. Today's society and technology has reached a totally new level of complexity.
