My theory is that among the 170 million people here, 6 million can function productively in a modern economy. The rest are clueless.

If you recall Tomaso Buschetta was arested here broken the silence law mafia code of conduct, and lead to Iatly's Clean Hnds operatioon that finshied off the mafia, I think this time forever.

Nothing works here like in tohers parts of the world. Lived 18 yearts abroad and this thing here still puzzles me. But you Pinoy land and perhaps you understand this type of countries.
