Because AMD is in reputation building mode. Look how Intel has leveraged the standard setting into profits. Because they set the standards, they are first to market and they reap the benefits. Licensing fees are miniscule in comparison.

If AMD tried to milk licensing fees, it is possible that HT would be designed around. There is nothing particularly novel about HT except for it's implementation. I was able to guess most of the electrical specs just by seeing the speeds. Any engineer working in the industry could have done the same.
