Heck, we live minutes away from a great lake. There is a council. A council of governors. They say, hey, what's in it for us. You can't have our water. Make an agreement to the city east of you. They will charge you for a hookup. ANd you pay us too. We don't CARE whther your city wells are going dry. We don't CARE that you have dangerous levels of radium. we don't CARE if you can't water your lawns. We don't care if the well water gives you cancer. You can't have it. So bend over and we will "negotiate". ... it's all about the subcontinental divide... let your radiation water drain up to CANADA!!!!!!!!!!!
